2011 North Island Wrestling Championships
Grappling Clinics Underway
Despite the atrocious Auckland weather, grapplers and MMA practitioners from five Auckland clubs attended the first of Wrestling New Zealand’s Wrestling for Grapplers clinics on Saturday 4th June at the Dilworth Grizzlies Wrestling Club in Epsom.
After a brief slide show presentation of what was ahead, the very focussed group spent the next three hours on the mat learning wrestling techniques for grappling.
Clinician and NZ international wrestling rep, Andrei Paulet, found the day enjoyable. He was impressed by the discipline shown and by the keenness to absorb the techniques he was teaching.
The comments on the feedback forms filled in at the end of the day had several themes in common: ” Great clinic and very useful”; “Give us more clinics”; “The techniques were great for gaining position.”
Wrestling New Zealand hopes to send Andrei and his clinic to other parts of the country in the near future, before a much demanded follow-up session in Auckland. Clinics are being planned in Wellington and Palmerston North in early August, further information will be provided in the near future.


Americans Coming to Battle Our Teens!
June19th 2011 Dilworth College, Epsom will be the battleground as fourteen of the State of Indiana’s best Wrestlers take of New Zealand’s best at the Club Physical Auckland Olympic Wrestling Championship.
A number of the visiting team, aged between 13 and 18, are place-getters in major USA state championships, sure to provide extra incentive and motivation for Kiwi athletes to perform at their best.
Last year’s Club Physical event saw over 160 bouts, with two mats providing colourful non-stop sporting excitement throughout the day. Adults, children and teens from throughout the country will be competing.

Wrestling for Grappling Clinic Auckland June 4th
Wrestling for Grappling Clinic
Wrestling New Zealand will be holding a clinic demonstrating Wrestling techniques which are of particular use to Grapplers.
The clinician is Andrei Paulet. Andrei is widely recognized as New Zealand’s best competing technical freestyle wrestler. He has represented New Zealand at the World Championships in 2010 and at the last Commonwealth Games in India.
In addition, Andrei is a former Romanian National Champion and he has also competed successfully in Grappling.
The clinic will take place on Saturday 4th June from 1 – 5.30pm at the Dilworth Sports Centre, Mt St John Ave, Epsom, Auckland.
Attendance is free of charge to those who are members of Wrestling New Zealand or whose clubs are registered with Wrestling New Zealand. Others are welcome to attend at a cost of $25 per person.

Regulations
REGULATION OF THE NEW ZEALAND
OLYMPIC WRESTLING UNION (INC.)
AND ASSOCIATED STYLES.
Updated 2010.
1. REGULATIONS
These regulations are made under Rules 44 (New Zealand championships) and 45 (Technical officials Panel) of the rules of the Union, pursuant to approval of Council. They shall apply to all New Zealand Championships, in various age, class and weight divisions which the Council of the Union may from time to time approve to hold. They shall apply, where applicable, to the conduct of all other major tournaments that come under the control of the Union
NEW ZEALAND, NORTH ISLAND , SOUTH ISLAND AND CLUB CHAMPIONSHIPS
2. CHAMPIONSHIPS
There shall be held in every year (unless Council otherwise determines) tournaments to be called the ” New Zealand Olympic Wrestling and Grappling championships” , North Island, South Island and New Zealand Club Championships (herein referred to as the Championships”). No tournament shall be held under any name, which might confuse it with the Championships, and no person shall be referred to as a New Zealand Olympic Wrestling and Grappling champion unless he/she has won a class at the championships.
3. APPLICATIONS AND ALLOCATION OF CHAMPIONSHIPS
(a) Applications shall be made at least one calendar month before the Annual general meeting in the year preceding the championships for the championships to be held at a prescribed venue. Such applications may only be made by an affiliated Club Committee and must be addressed to the Secretary of the Union.
(b) Every application for the Championships shall give an assurance that the booking of the venue has been pencilled.
(c) The Board of Directors shall place the application before the Council with such recommendations as may be deemed appropriate and may make any enquires about any proposed venue or proposed arrangements.
(d) Council, by ordinary resolution at its Annual meeting, shall determine the venue of the Championships provided that the Championships shall not be allocated to any venue for which application has not been made in terms of these Regulations.
(e) At any time the Board of Directors may ask Council to allocate the Championships to a particular venue, provided that unless the Board of Directors proposes itself to be the Organising Committee, the Club Committee within whose boundaries the venue is shall consent in writing to organise the Championships or shall so consent within one calendar month of allocation of the venue.
(f) If, after allocation, difficulties arise which make it in the opinion of the Board of Directors impossible or undesirable to continue at such a venue or under such arrangements, the Board of Directors may itself take over as the Organising Committee and run the Championships at the same or another venue on such terms and arrangements as the Board of Directors may decide.
(g) Unless Council otherwise determines in special circumstances the Championships shall be held between the months of July and September each year.
4. PROGRAMME
The programme for the Championships shall be set by the Organising Club Committee with the approval of the Board of Directors, and shall include Wrestling Freestyle , Greco Roman and Grappling.
5. ORGANISING OF CHAMPIONSHIPS
Unless the Board of Directors has been appointed by Council, the Club Committee shall be the Organising Committee for the Championships. If the Championships are in a town where the Club Committee members or the majority thereof do not reside, the Club Committee shall appoint a local Organising Committee in that town.
The Organising Committee will:
- 1. Book the venue
- Arrange a programme as provided in these Regulations or as otherwise required by the Board of Directors.
- Arrange with Director of Promotions Press, Broadcasting and Television services for adequate local and national coverage for the Championships and for relay of results to such services as required.
- Arrange with the local Mayor, his deputy or other Local Authority V.I.P. to open the Championships on the first day.
- Arrange for the continuous attendance of a St. John Ambulance Officer or similar person. And arrange a suitable room during the championships for Drug Testing requirements.
- Arrange suitable showers, dressing rooms and warm-up area for the competitors.
- Provide adequate tables and chairs for Controllers and Communication Stewards.
- Provide public address system, Announcer and Communication Stewards.
- Arrange for the provision of a catering service for wrestlers, Officials and general public.
- Arrange for weigh-in scales, which shall be certified on the first day by an Inspector of Weights and Measures.
- Arrange for a competent typist to be available to type results.
- Provide suitable photocopier, and operator.
- Provide for the printing of the complete results of the Championships. These to be available at the end of the Championships with copies to the Union, Club Teams and the News Media.
6. REPORTS BY ORGANISING COMMITTEE
(a) If a local Organising Committee has been appointed it shall report to the Board of Directors from time to time and as required, on what arrangements it has made and proposes to make.
(b) Every Organising Committee shall not alter any detail of the Championships without the approval of the Board of Directors.
(c) The Board of Directors must give the final approval on the organisation of each Championship.
(d) The Organising Committee will take full financial responsibility for the organisation of the Championships, other than the provision of medals, trophies and certificates.
7. ACCOMODATION
(a) Any Club Committee holding the Championships may arrange accommodation for wrestlers and officials ,if required.
(b) In cases where the Organising Committee does not directly arrange accommodation it shall well in advance of the Championships, send all Clubs full information on accommodation available to enable the Club to do their own bookings.
(c) In any case, and at least up until the time for closing of entries the Organising Committee shall be prepared to give assistance to any team that has difficulty in obtaining accommodation.
8. RESIDENTIAL QUALIFICATION
(a) A wrestler’s eligibility to represent a Club is covered if it is major place of residence, and where he trains.
(b) A wrestler who wishes to transfer to another Club, must advise the Board of Directors in writing of that intention, and advise of the date such transfer is intended to commence from.
(c) After transferring, a wrestler may reside and train and continue to reside in the Club for up to two calendar months before being able to represent that Club, on one proviso that the wrestler must pay a Club
fee if the Club require such fee to be paid. i.e. He may still represent his old Club within that period but may be liable for any registration fees required by his new Club.
(d) The Board of Directors will be the sole arbitrator in cases of dispute.
9. OVERSEAS TEAMS AND WRESTLERS
The eligibility for overseas wrestlers wishing to compete in the New Zealand or Island Championship will be covered by enthrone of the following situations:
For those who stay in New Zealand as individuals or on a Community Exchange. These wrestlers would be normally staying for at least two months or longer. In these cases such wrestlers may compete only as members of a Club team, and must meet the normal Residential Qualification.
Visiting teams are eligible to compete providing nominations and entry fees are received by the required dates and they the wrestlers comply with the Rules as set forth by the Union for that particular tournament.
Note: Because of a particular visiting team’s itinerary or arrival time it may be that they cannot always in practice meet our normal entry requirements. In such cases any exemption from requirements will be subject to final decision by the Board of Directors.
Australia and New Zealand have had a long-standing arrangement that has allowed their respective wrestlers to take part in each others National Championships. Provided Australia agrees, the N.Z. Olympic Wrestling Union wishes to continue this arrangement. Invitations to compete in each others championships must be notified and issued annually. Entries must be endorsed by the respective ruling National Bodies, and must comply with the particular tournament.
In the case where an overseas wrestler wins a class in the New Zealand Championships, the highest placed New Zealander in the class shall be regarded as the Residential Champion
PROCEDURE FOR THE WEIGH-IN
10. WEIGH-IN
(a) The weigh-in will be held in the evening prior to the Championships. Such weigh-in’s will commence no later than 8.00pm.
(c) Championship Organisers must have two sets of scales available for the weigh-in.
(d) All wrestlers must be at the weigh-in room when weigh-in commences.
(e) Wrestlers will be weighed in their wrestling togs, and must be ready when their weight class is called.
(f) Wrestlers must have their current registration card with them at the weigh-in.
(g) Managers and Coaches must ensure that their wrestlers are in their correct division and weight class, and wrestlers must be aware of the division and weight class in which they are entered.
(h) Wrestlers must show that their fingernails are cut very short and clean shaven or at least two weeks growth..
(i) Throughout the entire period of the weigh-in the wrestlers have the right each in turn, to get on the scales as many times as they wish.
(j) The Organising Committee shall ensure that there is reasonable access to the scales for wrestlers and coaches, both prior to the commencement of the weigh-in during the first day of the tournament.

12. MEDICAL REQUIREMENTS
The Official in charge of the weigh-in shall see that no wrestler be permitted to compete if there is any sign of any infective skin complaint or obvious medical disorder. An official Medical Officer may be called if required. Any competitor may wear headgear provided that it meets with the approval of the officials.
PROCEDURE FOR THE DRAW AND PAIRING OF COMPETITORS

The draw system adopted by Council will be used. Pairing shall be determined by the Tournament Officials, which will see opponents placed in the draw so as to avoid fellow club wrestlers if possible.

(a) Preliminary rounds
(b) Finals
15. CONTROL OF THE CHAMPIONSHIPS
(a) The Championships shall be under the control of the Board of Directors.
(b) The Chairman of the Board of Directors, or if he is not present, another member of and appointed by the Board of Directors as Controller, and subject always to the over-riding authority of the Board of Directors, shall exercise control over and administer all matters of programme, competitors, managers, coaches, officials and wrestling.
(c) The Board of Directors shall appoint a Chief Pair master for each age division wrestled in the Championships.
16. CONTROL OF BOUTS
Before the commencement of each Championship the Chairman of the Technical Officials Panel or one of his deputies shall list the recommended referees and judges for the Controller. The Chairman of the Panel or one of his deputies will allocate referees and judges to all bouts, as they appear on the list and in rotation, but where practicable no referee or judge shall officiate in a bout involving a competitor from his own Club.
17. EMERGENCY POWERS OF CONTROLLER
(a) It is intended that these powers should be used only in emergency such as serious incapacitation or death of a competitor or official misconduct prejudicial to the just control of the tournament, unsporting or other acts prejudicial to the welfare of wrestling as a sport and such major matters.
(b) Nothing in the Regulations shall limit the power of the Controller to stop any bout or tournament and take such action with the approval of the Board of Directors as may be required in any situation which may appear to the controller to be an emergency. Such action may include the disqualification of any competitor, the annulling of any bout, the suspension of any official or the banning of any person from the rest of the tournament or any portion thereof or the cancelling or postponing of the tournament provided that the tournament shall not lightly be cancelled or postponed for more than 24 hours because of an unforeseeable accident.
COMPETITORS, COACHES AND MANAGERS
18. RIGHTS OF COMPETITORS
Notwithstanding the provisions of the previous clause, any competitor who is disturbed or uneasy about any matter or who may need any help of any kind may approach the Controller with any request and provided it is put forward in a respectful way, put forward any point of view, provided always that the competitor will in a sportsmanlike way accept the decision of the Controller or if the Controller in his discretion may take such action as he may deem fit and which by these Regulations he is empowered to take.
19. TEAM MANAGERS
Every Club entering one or more wrestlers/grapplers in the Championships shall appoint a Manager and all dealings between the wrestler/grappler his Club, the Board, Controller and Organising Committee shall be attended to by the Manager.
In particular the Manager will:
(a) Report to the Organising Committee on arrival and finalise accommodation and any payments thereof.
(b) Report to the Controller so that any necessary notices may be given.
(c) See their competitors through the weigh-in, medical examination and draw.
(d) Keep in touch with the Controller and Chief Pair master, to see when competitors under their control are required for bouts.
(e) See their competitors are promptly on the mat when called.
(f) Arrange such assistance for their competitors as may be required by way of coaching, seconding, massage or special meals.
(g) Know the Championship Regulations.
(h) In addition to fully understanding the Championship Rules and Regulations as they pertain to their members, it is stressed that Team Managers have overall responsibility for their team’s member’s behaviour, both on and off the mat. This applies not only at the Championships venue, but also particularly at the teams accommodation, after tournament function, and when travelling on public transport.
20. COACHES
(a) The Coach and Masseur must present themselves to the public in acceptable sports wear. No improvised clothing shall be tolerated, e.g. the upper parts of the sports wear only. Coaches have to comply with and respect the FILA Rules of Wrestling.
(b) During the match, the Coach and Masseur will be seated at a place reserved for them. The Coach has the right to encourage his wrestler while remaining in his corner. He may not shout orders or tactical
instructions, or even make gestures
(c) It is the responsibility of the Coach that during the rest period wrestlers are wiped off, using towels only. Towels must be dry.
(d) The Coach and Masseur may assist their wrestler at the edge of the mat when invited by the Referee.
(e) Water is not allowed in the corner at all times.
(f) The Coach and Masseur must leave the mat five seconds before the commencement of the second round.
(g) The Coach is not entitled to walk up and down the edge of the mat, indicate points with his hands, or attempt to influence the referee by shouting “Passive” or other phrases likely to influence the Referee’s judgement.
(h) The Coaches have no right to argue with the Judges.
(i) The Coach is strictly forbidden to strike the mat with his fist, indicating a fall.
(j) Coaches must not make inquires, interfere or remove any papers from the tables of the Controller, Pair master or Officiating Panel. The team manager is the only person who can make inquiries, and these must be to the tournament Controller.
(k) Conduct contrary to these Regulations will be considered as a violation of discipline, and will be dealt with by any, or all of the following steps:
- Warning
- Removal from the corner for that bout, including the 30 second break.
- Elimination from the tournament.
- Report to the Board of Directors to have Coach suspended.
(l) Should the Coach be removed from the tournament, his team shall have the right to assure the services of another Coach.
21. WRESTLERS –GRAPPLERS.
(a) Wrestlers/Grapplers have to comply with and respect the FILA Rules of Wrestling/Grappling.
(b) Wrestlers/Grapplers who are not on the mat, must take their seats in the stand. They are neither allowed to be near the mat, nor in the area reserved for officials in charge.
(c) A separate room or area is arranged for the warming-up of wrestlers/grapplers. Warming-up around the mat is not allowed.
(d) Wrestlers/Grapplers will present themselves in a one-piece costume of a colour assigned to them (Red or Blue).
(e) Wrestlers must wear suitable wrestling boots closing around the ankle, Boots with heals, nailed soles, corrugated soles, buckles or with metallic parts are specifically forbidden. Laces must not have metal or rigid ends. Laces must be taped to stop them coming undone.
(f) Wrestlers/Grapplers must wear an athletics support. (Close fitting underwear)
(g) Light knee pads are permitted.
(h) Ear-protectors or soft headgear.
(i) Wrestlers/Grapplers must not wear bandages on the wrists, arms or ankles, except in the case of injury, or if a medical certificate from a doctor is presented. Injury strapping is permitted.
(j) Wrestlers/Grapplers must not apply any greasy or sticky substances to the body, or arrive at the mat perspiring.
(k) Wrestler/Grapplers must not wear any objects that might cause injury to their opponents; such as rings, bracelets, earrings, etc. which cannot be taped.
(l) On coming onto the mat, and prior to the Referee’s inspection wrestlers must carry a handkerchief.
(m) After the match, wrestlers must not remove their shoulder straps, but remain properly dressed until they have arrived back at the dressing room.
TIME KEEPING AND DURATION OF BOUTS WRESTLING.
22. DUTIES
(a) The timekeeper has the task of keeping time (with a Stopwatch) the minutes allotted by the Rules for the Bouts.
i.e. Midgets 3×1.30 minute period with 30 second rest between periods.
Minis10-13 3×1.30 minute period with 30 second rest between periods.
14-16 yrs. 3×2 minute period with 30 second rest between periods.
Junior 3×2 minute period with 30 second rest between periods.
Senior 3×2 minute period with 30 second rest between periods.
Collegiate 3×2 minute period with 30 second between rest periods.
Female as for all above.
(b) Advise the Mat Chairman when there is 15 seconds left in the first period of the Bout. (For Passivity Reasons)
(c) Before the end of the 30 second break the timekeeper calls 5 seconds before the start to ensure the wrestlers have returned to the centre and the coaches have left the mat.
(d) Record the injury time used by each individual wrestler during any injury the timekeeper must call the total minutes used by the wrestler injured at that time. A wrestler is allowed a maximum of 2 minutes in
any given bout.
(e) At the end of the bout advise the Mat Chairman of the actual time wrestled.eg Time of day.
(f) Record on the recording sheet the bout number. The time of the actual bout and any injury time.
(g) A wrestler cannot be asked to wrestle another bout if he has not had a 15 minute break from the time of his or her last bout finished.
GENERAL
23. EQUIPMENT REQUIRED FOR EACH MAT
(a) Electronic score Board or Gong or Bell.
(b) Two stopwatches (one for the bout time and one for injury time).
(c) Bout time recording sheets.
24. THE CALL
Any competitor who does not respond after the regular call of his name is considered defeated by forfeit, and eliminated from the entire competition. However a delay of 3 minutes is granted to any wrestler if he has an acceptable reason, but only for his first bout in the first round. In the second round of the same tournament, 3 calls of a wrestler must be made, spaced 30 seconds apart. If after the third call the wrestler does not come forward, he is disqualified, excluded from the tournament and not classified.
25. INJURY TIME
(a) The Referee may authorise injury time of a maximum of 2 minutes for each bout when a wrestler unintentionally finds himself obliged to stop the bout as a result of falling on the head or any other acceptable incident. The time keeper for the mat will announce each 30-second interval.The referee must invite the two wrestlers to return to the centre of the mat 10 seconds before the two minutes are up.
(b) If a wrestler has a visible injury or is bleeding, the medical personal will have the time necessary to treat the injury and will decide if the wrestler can carry on the match or not . There is no time limit.
(c) During such an interruption the wrestler(s) must stand in their corner .They can cover their shoulders with a towel and receive advise from their coach. The wrestlers must not leave the mat.
(d) A wrestler who has been weighed-in and who does not participate in the bout, will be eliminated from the tournament and will not be classified. (This means that a wrestler who weighs-in must wrestle the
bout if he wants to be classified).
(e) The wrestler who deliberately stops the bout without being injured or bleeding automatically loses 1 point to his opponent.
26. PROHIBITED HOLDS
(a) Midget and Mini divisions
Souplesse, Double Nelson, West pointer, Double Chicken Wing and a Leg Hook on opponent’s leg in addition to a Head Hold, Head and Arm throws from a standing or kneeling positions. (can use head and arm for pinning in ground wrestling).
(b) 14-16 Years division
West pointer, Double Chicken Wing, Double Nelson and a Leg Hook on opponent’s leg in addition to a Head Hold.
(c) Collegiate (Cadet division only)
Same as (b) 14-16 Years division.

(d) When an overseas wrestler wins a National Title he will be known as the National Open Champion. The highest placed New Zealand Wrestler will be presented with a certificate and he will be officially known as the New Zealand Resident Champion.
(e) The Best Performance Male/Female Freestyle and the Best Performance Male Greco-Roman are chosen by members of the Board of Directors. President, Director of Finance, Director of Promotion, Director of Officials, Director of Technical, Secretary and Treasurer. Recipient of both awards may not be most scientific wrestler.

(a) In each class of each Division in the North Island Championships there shall be awarded:

(c) When an overseas wrestler wins a North or South Island Title he will be known as the North or South Island Open Champion. The highest placed New Zealand wrestler will be presented with a certificate and will be officially known as the New Zealand Resident Champion.
30. PRESENTATION OF MEDALS AND TROPHIES
(a) The presentation of the medals and trophies and the choosing of the person, or persons, to present these shall be arranged by the Board of Directors.
(b) At the presentation, the President of the Union will preside, he will deputise someone to announce and call the winners. In the absence of the President one of the Board of Directors present will preside.
TECHNICAL OFFICIALS PANEL
31. TECHNICAL OFFICIALS PANEL
The Technical Officials Panel is a technical body to control bouts and determine results of Bouts and will not participate in administration and policy, which is the responsibility of the Board of Directors and Council respectively.
32. THE TECHNICAL OFFICIALS COMMISSION
The control of wrestling bouts under the direction of the New Zealand Olympic Wrestling Union will be in the hands of members of a body to be called “The Technical Officials” of the Union, herein referred to as the “Technical Officials”.
33. NUMBER OF JUDGES
(a) At every championship each Club shall have present and available not less than the following number of Technical Officials (Referees/Judges):
For five or fewer wrestlers 0
For six to fiffteen wrestlers 1
For more than sixteen wrestlers 2
(b) If there is not the required number of Technical Officials members in the Club or in the case of reasonable unavailability, the Executive Committee may reduce this requirement.
(c) If at any championships there are insufficient judges and referees in the opinion of the Technical Officials Chairman to carry on, then the Technical Officials Chairman and his Deputies acting jointly may appoint persons considered by them to be suitable to complete the tournament as acting judges.
34. NO INTERFERENCE WITH TECHNICAL OFFICIALS
Except as set out in these Regulations, no person shall speak to, address or interfere with any Referee or Judge in regard to any bout or make comments on the refereeing or judging or in public save only that the controller, if the Jury refers any matter or score cards to him for decision of any doubtful point may in the presence of the Jury ask any referee or judge whether he or she or did not score any point or take any alleged or doubtful action when such action is necessary to determine any result in doubt of the true intent of any score card.
35. PROPOSAL OF CANDIDATES
To become candidates, persons shall be nominated as such by their club and accepted as candidates by the Board of Directors. In accepting or rejecting proposed candidates, the Board of Directors, among other considerations, shall have regard to the number of Panel Members generally and the number for the particular Club in relation to the size of the Club.
36. TECHNICAL OFFICIALS PANEL CHAIRMAN AND DEPUTY CHAIRMEN
(a) The Chairman and two Deputy Chairmen ,Chief Pairmaster and two Deputy Pairmasters of the Officials Commission (one North Island based and one South Island based) shall be elected at the Annual Meeting of the Judicial Panel. The Board of Directors shall approve such appointments as soon as practicable after the meeting.
37. ANNUAL MEETING OF THE TECHNICAL OFFICIALS PANEL
The Annual Meeting is to be held prior to, or at the commencement of the National Championships.
(a) The Officers to be elected are:

Two Deputy Chairmen
Chief Parimaster
Depty Parimaster (two)
Secretary
Treasurer (or Secretary – Treasurer)
(b) Opportunity is taken to discuss any points of interpretation or alteration of Rules by FILA or the Executive Committee.
(c) Recommendations on technical matters can be made to the Executive Committee.
38. SPECIAL MEETING
The Board of Directors may convene a meeting of the Technical Officials Panel at any time and refer to it any matters at the discretion of the Board of Directors.
39. RULES OF THE INTERNATIONAL FEDERATION
” Where applicable, and unless contrary to any Rule made herein for New Zealand conditions, the Rules and Regulations of the International Amateur Wrestling Federation (FILA) shall be deemed to be incorporated in the Union’s Rules and Regulations and shall be enforceable accordingly”.
Constitution
NAME, OBJECT AND AMATEUR STATUS
1. The name of the society shall be the “NEW ZEALAND OLYMPIC WRESTLING UNION AND ASSOCIATED STYLES INCORPORATED.”(Trading as “WRESTLING NEW ZEALAND) hereafter in these Rules referred to as “the Union”.
2. The objects of the Union shall be:-
(a) To promote, organise and control Olympic Freestyle and Greco-Roman Wrestling,Grappling and Beach Wrestling in New Zealand.
(b) To affiliate and maintain affiliation with the Federation Internationale des Luttes Associees (hereinafter referred to as “FILA”) as long as approved by that body.
(c) To affiliate and maintain affiliation with the National Olympic Committee as long as approved by the New Zealand Olympic Committee.
(d) The Anti Doping Policy of the New Zealand Olympic Wrestling Union and Associated Styles Incorporated. will be the Anti Doping Policy as approved by FILA and the New Zealand Olympic & Commonwealth Games Association (Inc).
(e) To affiliate or associate with such organisations as may be approved and in the manner approved from time to time by the Council of the Union.
(f) To own such property, establish such funds and take all or any other action, which may be deemed from time to time necessary, desirable or beneficial for the sport of Amateur Wrestling/ Grappling in New Zealand.
(g) To assist in finance and control of overseas tours and participation by New Zealand Wrestlers/ Grapplers, Referee-Judges, Coaches or other officials and the tour of New Zealand by persons of similar status in other National Federations affiliated to the “FILA”.
(h) To borrow or raise and give security for money by the issue of the bonds, debentures, provisionary notes or other securities of the Union and generally to raise monies for the benefit of the Union.
3 DRUG POLICY.
(a) Subject to rule 2d the rules of New Zealand Olympic Wrestling Union and Associated Styles Incorporated for Anti-Doping shall be the sports Anti-Doping Rules made by Drug Free Sport New Zealand, and as amended from time to time.
(b) Nothing in rule 3a is intended to replace or supersede any applicable rule of FILA which may apply with respect to anti-doping matters provided the applicable rule of the International Federation is consistent in all respects with the World Anti-Doping Code.
(c) For avoidance of doubt, the Sports Anti-Doping Rules referred to in 2d shall replace all existing Anti-Doping rules,policies,by-laws or regulations of the New Zealand Olympic Wrestling Union and Associated Styles Incorporated.
(d) To the extent of any inconsistency between the Sports Anti-Doping Rules and any rule in this constitution or any policy, regulation or by-law of the New Zealand Olympic Wrestling Union and
Associated Styles Incorporated, the Sports Anti-Doping Rules shall apply.
4 The Union is an amateur organisation.
MEMBERS
5 Membership of the Union shall be open to all persons, interested in Amateur Wrestling/Grappling and its progress in New Zealand who applies to join, via a club, and who are not exclude by resolution of Council. Members shall be of two classes
(a) Those who pay the current subscription and become subscribing members and
(b) Those who pay the current registration fee and become registered wrestlers/Grapplers.
6. A member may resign by notice in writing to the Secretary of his/her Club but shall remain liable for all subscriptions accrued due.
7. The Council may at any Annual meeting elect any person to be a Life Member for any conspicuous or distinguished service to amateur wrestling if:
(a) The Board of Directors has so recommended.
(b) The following Annual meeting has so resolved to elect. Total number not to exceed ten in number.
8. The officers of the Union shall be:
President
Secretary
Treasurer
Three Directors
Who shall be Directors respectively of the Commissions;
Finance, Technical, Promotion.
(a) The positions of the President and the three Directors shall be on a two-year, revolving term.
1) The positions of President, Directors of Promotions and shall be chosen in an uneven year.
2) The positions of Directors of Technical and Finance shall be chosen in an even year.
9. a) Nomination for appointment as officers shall be made in writing by any Affiliated Club and shall be received by the Secretary not less than two calendar months before the Annual General meeting.
b) Voting for Office bearers shall be Postal and based on the following formula;
(1) The Patron and all Life members shall receive one vote each.
(2) Clubs will be entitled to one vote for every five [or part thereof] financial members. [Refer clause 35(a)]
(3) For a member to be deemed financial their registrations must be paid into the New Zealand Wrestling Union (Inc) account by the 30th June in the year of the election.
(4) For voting purposes Honorary members and Supporters will not be included in club voting entitlement.
(5) The three Directors, President, Secretary and Treasurer shall not receive any voting entitlement
c) The formula described in 8.b) will also be used to resolve voting entitlement for all matters put before Council
10. The Office of President [if required], and Directors shall be confirmed at the Annual General meeting of Council. The Board of Directors shall propose the office of Secretary. The Board of Directors shall also propose the position of Treasurer, who is directly responsible to the Director of Finance. Both these positions require confirmation by Council, and may be either Salaried or Honorary. Neither the appointed Secretary nor the appointed Treasurer shall be eligible to vote. The office of Immediate Past President shall be held until the incumbent’s immediate successor as President has been replaced.
11. If no nominations have been received, the Council may appoint from within its membership to any such office without nomination
12. In the event of a vacancy in the office of President, between Annual meetings, the Board of Directors shall appoint one of the Directors to be President until the next meeting of the Council.
CLUBS
13. The membership of Wrestling New Zealand shall consist of the members of any number of clubs affiliated to the Union, and each Club shall pay to the Union an annual levy at such rate as the Board of Directors shall determine and be confirmed at the Annual General meeting.
14. Every member of a Club Committee must be a member of the Union.
15. Nothing in these Rules shall prevent a Club Committee becoming a separate Incorporated Society if.
(a) All of the members of such Club Committee’s are members of the Union.
(b) Nothing in the organisation of such Incorporated Society hinders the performance of a Club Committee of its functions under these Rules.
(c) The approval of the Board of Directors is granted before Incorporation is applied for.
COUNCIL
16 Every Club shall elect one of its members as a Councillor to be in attendance at the Annual General meeting of the Union.
(a) Councillors shall be elected annually by Clubs and shall hold office until they resign or the club
Otherwise advises. In addition, the officers and Life Members shall be ex officio Councillors.
(b) A club elected councillor will carry their Club’s voting’s entitlement for voting at Council meetings [as defined in clause 8. {b}]
17. The President shall be Chairman of both the Council and the Board of Directors.
18. There shall be held in the month of February or March each year the Annual General meeting of the Council at which the President, or if not present, one of the Directors, will preside. The dates of all Annual General Meetings shall be set at the preceding Annual General meeting.
19. No quorum shall be necessary for any meeting of Council provided that not less than 21 days notice of the meeting has been given to all persons entitled to attend, such notice having been sent to their last recorded address.
20. At any meeting of the Council the President shall preside or in the absence of the President one of the Directors will preside over that meeting.
21. PROXY VOTING: Proxy voter must be a financial member of their Club and may only carry their own club entitlement.
22. A Club may appoint a replacement Councillor by giving no less than 30 days written notice to the National Secretary prior to any Council meeting and the Board of Directors giving a decision of approval within seven days of the National Secretary receiving such notice of appointment. Each appointment is to be treated on a case-by-case basis.
SPECIAL MEETINGS
23. Upon written application by five or more clubs or by resolution of the Board of Directors, the President shall instruct the Secretary to convene a special meeting of the Council at any time, Twenty-one day’s notice must be given and such special meeting may also deal with any business referred to it by the Board of Directors.
THE BUSINESS OF THE ANNUAL GENERAL MEETING SHALL BE:
(a) To confirm the Officers of the Union, Patron and National Selectors. The Officers, Patron and National Selectors is to take office immediately following the Annual General meeting of Council.
(b) To receive the reports and an audited statement of accounts from the Board of Directors.
(c) To elect Life Members.
(d) To consider and if thought fit to approve regulations made by the Board of Directors concerning the New Zealand Championships, the Technical Officials Panel and the awarding of coaching certificates.
(d) To appoint an Auditor.
NATIONAL SELECTION PANEL
24. (a) The National Selection Panel shall comprise of three elected members and shall be
Appointed on a one year term.
(b) The National Selection Panel shall be convened by the Director of Technical and shall be responsible for the updating of the ranking system and major championship awards.
(c) The National Selection Panel will consist of one member from the North Island, one from the South Island and one from either the North or South Islands.
BOARD OF DIRECTORS
25. The Board of Directors shall comprise of the President, the three Directors.
26. The business of the Union shall be completely in the hand of the Board of Directors except insofar as these rules otherwise specifically provide. The Board of Directors may take such action as it may deem necessary, expedient or desirable including the referral by agreement of certain sports related disputes to the Sports Disputes Tribunal of New Zealand as set out in the Rules of that Tribunal and may meet at such times and places as it may by resolution determine, or as it may be convened by the Secretary at the direction of the President or by the Secretary on written requisition of any three members of the Board of Directors. At all meetings of the Board of Directors, the President or in the absence of the President, one of the Directors appointed by the Board of Directors shall preside.
27. The Board of Directors in carrying out it’s business in terms of the preceding rule shall diligently consider any recommendations given for it’s guidance by Council, the Commissions, or the Panels. The Council, however shall not except by resolution of a special meeting called for the purpose, alter any decisions already made by the Board of Directors.
28. A copy of the minutes of each meeting of the Board of Directors shall be forwarded to all members of Council and to each Club Committee within twenty-one days of such meeting.
29. The quorum for meetings of the Board of Directors shall be three members present
30. At any meeting of the Board of Directors each member present shall be entitled in respect of any question put to the vote to exercise one vote. The Chairman shall have a deliberative vote and in addition, if the voting were equal, a casting vote. No salaried officer of the Union shall have voting rights at either Board of Directors or Council meetings.
MEETINGS AND HEADQUARTERS
31. The Commission’s of Finance, Technical and Promotion shall be established.
(a) The function of the Commissions shall be to advise the Board of Directors on selected matters and carry out approved Union policy.
(b) Each Commission shall have one of the Board of Directors as its Director, with members being co-opted by Director.
(c) Each Commission shall appoint a Deputy Director and all meeting minutes be taken by the National Secretary.
(d) Each Commission shall meet at least twice a year.
(e) Minutes of each Commission meetings shall be circulated to all Commission members, Commission Panel members and the Board of Directors within twenty-one days.
(f) Each Commission shall report annually to the Annual General meeting of Council.
32. Panels of one or more persons will be established within each Commission. Panel members shall take responsibility for specific areas of Union activity within their respective Commission. Each Panel will have representative on its respective Commission and such representative will report to each meeting of the Commission.
33. The specific areas of responsibility of each Commission and the composition of its Panels shall be:
(a) The Finance Commission will have responsibility for the orderly conduct of the Unions financial and legal affairs and the seeking of sources of income to fund the Unions activities.
Sponsorship and Fundraising activities.
(b) The Promotion Commission will have a specific responsibility to promote and publicise wrestling/grappling in New Zealand. It will also have as a major roll, the maintaining, increasing and strengthening of the Unions membership. Panels shall be established for:
Publicity (printed media, Radio and Television)
Kiwi sport / High school / Collegiate wrestling
National magazine/Web Site
Outfitting
Protocol and Membership
(c)1 The Technical Commission will have responsibility for setting national programmes to improve the standards of wrestling/grappling and coaches. It will make recommendations to the Board of Directors for the Selection, preparation and touring of national teams. Panels shall be established for:
National Coaching
National Selection Panel
Wrestlers/Grappling Panel
Club Coaches
Co-ordinating Cultural Exchange and National teams.
Officials Panel
2 The Technical Commission will have responsibility for overseeing the Officials Panel.
The Officials panel responsibilities will comprise:

Championship Records
Timekeepers
34. The headquarters of the Union shall be in such a place, as the Council shall from time to time determine.
FINANCE
35. Clubs shall collect their member’s and wrestlers/grapplers registration fees as set by the Director of Finance and confirmed at the Annual General meeting and the full amount remitted to the Treasurer to the Union.. At the same time the Club shall advise the names, addresses and membership numbers of those who have paid their subscriptions and of all members who are officials and who by these rules become members of the Union.
(a) Members Subscriptions must be paid to the Treasurer of the Union by the 30th day of June of that year. Upon receipt of member’s and wrestlers/grapplers registration fees they shall be deemed financial. Clubs failure to pay by the stipulated date will result in a recalculation of their voting entitlement under clause 8.(b)
36. Every club shall pay an annual affiliation fee of such amount as set by the Board of Directors and confirmed at the Annual General meeting. The registration fees shall be paid in full to the Treasurer of the Union. At the same time, if possible, the Club shall advise the names, addresses of club office bearers for the following year
(a) The Club Affiliation fee must be paid to the Treasurer of the Union by the 20th day of April of that year.
37. There shall be established in a bank chosen by the Board of Directors an account into which all funds of the Union shall be paid and out of which the expenses approved by the Board of Directors shall be paid. Two signatures shall be required for any cheque drawn on this account and the Board of Directors shall from time to time determine who such signing officers shall be, there being not less than three such signing officers.
38. The Board of Directors may also establish sub accounts within its one account, provided the establishment of such sub accounts is reported to and approved by the next following meeting of Council. The signing authorities for such special funds shall be as determined from time to time by the Board of Directors.
39. The financial year of the Union shall close on the 31st day of December in each year and an audited statement of accounts for such year shall be tabled at the Annual meeting of the Council next following and circulated to all members of Council with the notice convening such meeting.
40. The Board of Directors shall have custody of the funds of the Union and may invest any part of such funds not required for current administration in such property, securities, or other valuable consideration as the Board of Directors may from time to time approve with similar power to sell, transfer or otherwise trade or realise the same.
ALTERATION OF RULES AND REGULATIONS
41. The regulations under which Olympic wrestling/grappling shall be engaged in and controlled in New Zealand shall be those in current use by FILA as approved from time to time by the Board of Directors. Should these regulations be deemed inappropriate for New Zealand conditions, alterations may be adopted through Council only, after recommendation from Clubs and or the Board of Directors.
42. The Rules and or the Regulations may be amended or revoked only in the manner following:
(a) A proposal to so amend or revoke may be made at any time by the Board of Directors or any Club. If made by a Club, notice of such proposal to amend or revoke must be sent to the Secretary to the Union at least three calendar months before the Annual meeting of Council.
(b) Not later than ten weeks before the Annual meeting of Council, the Board of Directors shall circulate such proposals (fully and correctly worded) to all members of Council.
(c) At the Annual meeting of the Council such proposals may be bought forward with Board of Directors recommendations.
[d] If such proposals are carried by three fourths majority of the valid votes available at such Annual meeting of the Council these rules shall be approved or revoked and notice thereof given to the Registrar of Incorporated Societies
GENERAL PROVISIONS
43. COLOURS: The colours to be worn by all wrestlers/grapplers representing New Zealand shall comply with FILA Rules, being red or blue wrestling togs and may have a silver fern, with the word “New Zealand” which can be contracted to “NZL”.
44. NEW ZEALAND CHAMPIONSHIPS: The Board of Directors shall with the consent of the Council, promulgate such regulations for the conduct of the New Zealand Wrestling/grappling Championships as they may from time to time determine and may with the consent of the Council amend or revoke such regulations provided that no such change shall be notified not later than 1st January in any year if it is to apply to the championships of that year.
45. TECHNICAL OFFICIALS PANEL: The Board of Directors shall appoint a panel of referee judges to be called the Technical Officials Panel. The Technical Officials Panel shall elect its own Chairman annually. Persons appointed to such panel shall:
(a) Be members of the Union, proposed as referee judges by any Club Committee and shall continue to be members of the Union.
(b) Be approved by the Board of Directors as Referee/Judges. The Board of Directors may by regulation approved by the Council, prescribe for the conduct and procedure of the Technical Officials Panel, or in the absence of such regulations, may so direct the panel, but so that at no time shall the Board of Directors or any member thereof influence or attempt to influence of the panel on the judging or refereeing any particular bout to which the referee or judge is appointed except as may be provided for in any regulations.
46. SUSPENSION: The Board of Directors may at any time suspend any member of the Technical Officials Panel or any authorised Coach or any Official or Wrestler/Grappler or Member, for any conduct that brings the sport of Wrestling/Grappling or the Board of Directors into disrepute. What will be considered disreputable behaviour will depend on the facts that surround each case. However the board of Directors may at their discretion use any other extrinsic aid to help them in their determination of what amounts to disreputable behaviour. Provided always that a General Meeting of Council will within two months, confirm such suspension.
47. APPEAL: Any decision made by the Board of Directors must be submitted exclusively by way of appeal to the Sports Disputes Tribunal of New Zealand. Any appeal to the Sports Disputes Tribunal of New Zealand will be dealt with in accordance with the Rules of that Tribunal and must be filed within 21 days of the decision of the Board of Directors.
48. SAVINGS: Any matter not provided for may be determined by the Board of Directors. The Board of Directors may take any or all actions not expressly by these rules prohibited or limited to certain circumstances or conditions, in which case the action may be taken in such prescribed conditions.
49. WINDING-UP: The Union may be wound up by resolution of the Council passed and subsequently confirmed as provided in Section 24 of the Incorporated Societies Act 1908. The surplus assets will be distributed to an organisation with similar interests and will be decided by resolution at the first of the General Meetings held to wind-up the Union.
50. SEAL: The Seal of the Union shall be kept in the custody of the Secretary, but shall only be affixed to any document pursuant to a resolution to that effect of the Board of Directors such resolution to specify two members of the Board of Directors to witness the affixing of the Seal.
51. VOTING: Where at any Club, Council or Board of Directors meeting any matter is put to a vote such vote may be either on voices, by show of hands or by ballot whichever may be directed by the meeting or in the absence of such direction, at the discretion of the Chairman of such meeting.
Busy Secondary Schools’ Season
The NZ Secondary Schools’ Wrestling Association and the Auckland SS Wrestling Association, both run by members of the NZOWU, have held four very successful events so far this season.
The AKSSWA began the season with their annual AKSS Novice Tournament on March 1st. This event is for those in their first year of Wrestling. This was an excellent start to the schools’ year, with over 70 entries (up on 2010) and a very busy day for a beginners’ event.
It was clear that some of the entrants, such as Benjamin Wiki (Rosmini) and Aiden Bradley (Lynfield), were going to have an impact on the other events later in the season.
The AKSS Championships took place on March 17th. Once again, the turnout was pleasing with 143 entries making this a very large one-day event by NZ standards. Kelston Boys High School came through to take the boys’ team championship ahead of last year’s winners Dilworth, with a talented Hamilton Boys High School team looking threatening in third. The Best Male Wrestler Award went to Shane Young of Dilworth and the Best Female Wrestler Award to Koria Pouri-Lane of Hamilton Girls High.
The North Island Secondary Schools’ Champs were the next to take place on March 29th. This was the first time that this event has taken place, but it still had a very healthy field of about 120 competitors. That is sure to grow as it becomes more widely known as a fixture on the calendar. Auckland boys’ team championship winners, Kelston, were weakened by other school educational activities and were pushed back into third position for this event, with Dilworth taking first place and Hamilton Boys second. The Best Male Wrestler Award at this event went to Shane Andrew of Pukekohe High and the Best Female Wrestler Award again went to Koria Pouri-Lane of Hamilton Girls High.
It is worth noting that Novice wrestlers Benjamin Wiki and Aiden Bradley placed in all 3 of these events, along with Jack Robertson from Dilworth.
The most recent schools’ event was the NZSS Championships held in Hamilton. This was another well-attended tournament, with both entries and the number of schools represented going up from last year. Two of the boys above, Benjamin and Jack, were entered and again came away with medals to show an exceptional start to their wrestling careers. Dilworth took the boys’ championship for the 5th year in a row, with Hamilton second and Kelston third. The girls’ championship was won by Hamilton Girls High, with Mahurangi College and Otago Girls High finishing second equal.
Many of these wrestlers also belong to NZOWU clubs and we look forward to the success of the schools’ events being fed on to the club season.

The 10th event of the season under the auspices of the New Zealand Olympic Wrestling Union was held on Saturday 7th May at the Kelston gym in Auckland.
This was a rare event in that it catered for Greco-Roman wrestling only. With most Greco-Roman competitors in NZ being primarily freestylers, and most events being for freestyle, this was an opportunity to focus minds and moves on the less often seen of these two Olympic styles.
The organisers were delighted with the success of the event and hope to stage another Greco only tournament later in the season.
